OK. There are a few web sources available with PCBoard 15.3 for download. Heres a working link:

http://software.bbsdocumentary.com/IBM/DOS/PCBOARD/

Initial installation of PCBoard itself is straight-forward. Unzip and run install. The link I provided is an authentic release from Clarke I believe. Now onto the telnet support installation.

PCBoard 15.4 can now be downloaded from the downloads section. It comes complete with a telnet server working straight away. You will need to restart your computer to refresh the lines you add to AUTOEXEC.BAT.
